Michael A. Gurdon, Ph.D. Professor & Associate Dean of Graduate Programs
Dr. Gurdon joined the UVM faculty in 1980 after two years with the University of New Brunswick. His teaching specialties lie in the areas of collective bargaining, international management and organizational behavior. He has been a consultant on strategic and human resource planning for a variety of private and public organizations. Dr. Gurdon's research interests encompass employee ownership, industrial democracy, and a range of international labor-management issues. His recent sabbatical was affiliated with Leeds University Business School in England and the University of Tasmania in Australia. His articles have appeared in such publications as the Journal of Industrial Relations, International Labour Review, Industrial Relations, and Management Review.

Abstract: This article explores the recent efforts of the University of Vermont to promote technology transfer activities and a technology incubator as a way to stimulate job creation and increase the flow of new, targeted technologies from the University to the marketplace. Specifically, the article examines the Vermont Center for Emerging Technologies (VCET) at the University of Vermont and its role in trying to play a crucial role in facilitating economic growth. Special attention is given to how technology enterprise development and economic development strategies should be custom designed to be congruent with the unique strengths (and weaknesses) of the regional economy. In addition to a literature review pertinent to these issues, a survey and interview data were collected from the key actors associated with VCET. A discussion of broader policy lessons that can be drawn from this case study is explored. [End Page 22]

Abstract: The question "Are consumers actively pursuing their market responsibilities in transforming economies?" is at the center of this article. It reports on a study of Czech consumers using Hirschman's "exit/voice" theory. The research focuses on what actions consumers, who had never experienced the freedom to express complaints, would take when confronted with market disappointments and failures. Analysis of a randomized cross section of consumers indicates that they acknowledge their responsibility to the market by going beyond the choice stage of consumption and actively giving voice to their concerns to retailers and manufacturers. This evidence represents the first milestone describing consumer voice behavior in a transforming economy.

Abstract: Attitudes towards property are revealing of a society's deeper values. Changes in property relations indicated the presence of varying degrees of latent social change. Obvious instances are the shifting public/private balance in the economies of what used to constitute the socialist Eastern Block and the gradual legitimization of the profit motive in those countries.

Abstract: Multiple environmental pressures, both internal and external to the organization, are examined as factors influencing the administration of health and safety programmes and subsequent accident performance. Data were collected from seven industrial sectors in New Zealand. Those firms with better safety records indicated that the most influential factors shaping their policies included government rules and regulations and demonstrated employee concerns and demands. The quality of the relationship with the union and the locus of enterprise ownership also play a significant role in the effectiveness of health and safety administration.

Abstract: This article analyses the social and political forces leading to the passage of the Public Service Reform Act of 1984. The industrial relations practices established by the Act are a pace-sector for private industry in Australia and may provide useful pointers for public sector jurisdictions in other advanced industrialized countries.

Abstract: Trends in industrial relations research in Australia over the past twenty years, particularly as reflected in the pages of The Journal of Industrial Relations, are examined. A comparison with parallel developments in American research interests is presented so as to better elicit the evolving local pattern. This comparison reveals a number of surprising gaps in Australian research. A common problem uncovered in both countries is a certain lack of imagina tion and innovation in the subject matter of research as a consequence of being towed in the wake of public policy. Although research practices will, of necessity, follow the headlines, it is argued that there is also need for a less "pragmatic", less status quo oriented strand of research. Such research would attempt to trace the underlying premises of the industrial relations system, a by-product of which, in addition to producing work of long-term theoretical significance, might be the ability of researchers to influence public policy. The role played by the major journals in the field will be of great importance if this development is to be encouraged.
